The schematic order of reservation under the new procedure can be found on the website of the Ministry of Agrarian Policy of Ukraine: minagro.gov.ua.
An agricultural enterprise may reserve military-duty workers in three cases:
1. it has a mobilization task.
2. Is recognized by the Ministry of Agrarian Policy as critical for the country's economy in accordance with the criteria.
3. The enterprise produces goods, works and services necessary for the needs of the AFU.
If an enterprise performs a mobilization task, it sends a package of documents for reservation of employees to the state body which set this task (for example, a district military administration).
If the enterprise produces goods for the AFU or other military formations, the documents will be forwarded to the central executive body that manages the AFU or other military formations.
If an enterprise wants to book military conscripts in order to obtain the status of critical to the national economy, the enterprise must apply to the Ministry of Agrarian Policy for such a status. To do so, it must meet three of seven criteria. Two of them are mandatory:
1. no incidence of disease with ERUs.
2. The size of the average salary of employees at the enterprise for the last calendar quarter is not less than the size of the average salary in the region for the 4th quarter of 2021.
From the practice of communicating with pork producers, most enterprises expect that the third will be the criterion for classifying the enterprise as a critical industry in accordance with the procedure approved by the Ministry of Agricultural Policy. However, as of today, this order has not yet been adopted. This issue is expected to be resolved in the next week.
If an enterprise gets the status of critical for the economy of the country, the package of documents for reservation of military recruits will be considered by the Ministry of Agrarian Policy, and in case of compliance it will be sent for approval to the General Staff. Based on the results of the review, the General Staff will submit the lists to the Ministry of Economy, which will forward the reservation decision to the Ministry of Agrarian Policy, which will bring the reservation order to the company.
The change in the order of reservation raises a lot of questions in the agricultural producers. For clarification, the Ministry of Agrarian Policy and other relevant departments organize weekly special meetings, if a company requires additional information, we recommend contacting the relevant branch association.
