The new law establishes a comprehensive regulatory framework in the field of veterinary medicine and animal welfare, defining clear rules for animal owners, farmers, market operators, veterinary practitioners, and consumers.
One of the key priorities is prevention. The law enhances the system for early detection and prevention of animal diseases, aiming to minimize the risks of infection spread and economic losses for farms. It introduces updated outbreak response mechanisms, improved state control procedures, and clearly delineates the rights and responsibilities of all market participants.
A separate section of the law focuses on raising animal welfare standards. It enshrines modern requirements for housing conditions, transportation, and humane treatment in line with European approaches to animal health and welfare.
Harmonization with EU legislation opens additional opportunities for the development of international trade and the expansion of the export potential of Ukrainian products of animal origin.
The State Service of Ukraine on Food Safety and Consumer Protection has been designated as the competent authority responsible for implementing the provisions of the law. Within its mandate, the service will ensure state control over compliance with veterinary and sanitary requirements, supervise the production, import, and circulation of veterinary medicinal products, organize disease prevention and monitoring, coordinate response measures in the event of threats, and provide guidance to business operators on the practical application of the new rules.
The implementation of the law will take place in stages, ensuring transparency and open dialogue with the business community. Systematic informational and explanatory support for market operators is предусмотрено.
The introduction of the new legislation is viewed as an important step toward strengthening the country’s epizootic stability, improving biosecurity, and enhancing trust in Ukrainian products both domestically and internationally.
