The explanatory webinar was chaired by the Deputy Minister of Agrarian Policy and Food of Ukraine for Digital Development Denys Bashlyk and moderated by the UAC Deputy Chairman Dmytro Kokhan.
Today, the Ministry of Agrarian Policy and Food of Ukraine is designated as a sectoral body in the field of critical infrastructure protection. Accordingly, a working group on the identification and categorization of critical infrastructure facilities in the food industry and agro-industrial complex has been established within the agency, which carries out a generalized standardized assessment of the level of criticality and makes a decision on each application whether the manufacturer will be included in the list of critical infrastructure.
An agricultural producer who has been included in the list must then apply to the local district military administration (DMA) to have the new status taken into account in the power outage schedules.
However, the procedure for submitting applications from agricultural enterprises for inclusion in the list of critical infrastructure objects raises many questions among farmers, especially regarding the operation of elevators and livestock farms. During the event, representatives of agricultural enterprises from the subsectors of crop production, animal husbandry, processing of agricultural products could ask questions and get a direct answer from Denys Bashlyk.
According to the Deputy Chairman of the UAC, Dmytro Kokhan, the most frequent question from agricultural producers is whether there are restrictions or exceptions on the types of economic activity that cannot be categorized as critical infrastructure.
"There must be a KVED that the enterprise belongs to the agro-industrial complex or food industry. It may not be the main KVED, but it must be. The most common mistake is that we are approached by a lot of elevators in which the main KVED is product storage. Unfortunately, elevators do not belong to the powers of the Ministry of Agrarian Policy in terms of categorization of critical infrastructure. Today it is carried out by the Ministry of Economy. All agricultural CEAs fall under the authority of the Ministry of Agrarian Policy," Denys Bashlyk said.
