European Parliament approves 18bn euros of macro-financial assistance for Ukraine

The funds will be disbursed on a quarterly basis (€4.5bn/quarter), and are expected to cover about half of the required financing for the budget gap (€3-4bn per month). The first tranche could arrive as early as January.

The aid will go towards providing essential budget services — in medicine, education, housing and utilities, social payments (pensions, IDPs and other vulnerable categories of citizens), as well as supporting macroeconomic stability and the reconstruction of destroyed critical infrastructure.

Funds will be included in the EU budget perimeter, which means they will be received in a more predictable and rhythmic manner than has been the case this year.

The aid allocation will be linked to the implementation of reforms and the strengthening of state institutions, which are necessary both to begin Ukraine's large-scale reconstruction and to meet the criteria for EU membership.
