The recovery plan defines the strategic objectives of the post-war reconstruction, including the full restoration of the entire infrastructure, the integration of the Ukrainian transport network into the EU network and the harmonization of the legal and organizational aspects of the functioning of the transport sector of Ukraine. This is reported by the Ministry of Infrastructure of Ukraine.

In particular, it is planned: the restoration and new construction of 51.2 thousand km of roads, construction of over 1.4 thousand bridges (including standards of NATO), purchase, repair and modernization of more than 7 thousand units of railway rolling stock, reconstruction / construction of 5 new airports, modernization of 3 ports on the Danube.

Since the beginning of Russia's full-scale aggression on February 24, the transport infrastructure has become one of the main targets of the occupiers. To date, direct documented losses to Ukrainian infrastructure have reached $95 billion. 24,700 km of roads, 309 bridges, 6,500 km of railway tracks damaged or occupied, 12 civilian airports and airfield complexes have been destroyed or damaged. In addition, all Ukrainian seaports, through which before the full-scale aggression 80-90% of Ukrainian food exports passed, were blocked.
