The authors of the law note that at present the place of storage of the Interstate reserve of biopreparations and other means of animal protection in the CIS member states is located in the territory of the Russian Federation.
The nomenclature of preparations included in the Reserve is mainly focused on diseases that occur in the territory of Russia. Considering that in recent years a large number of other infectious diseases of animals have appeared in the world, the nomenclature of drugs of the aforementioned Reserve can not meet current needs.
"In addition, the formation and use of the Reserve is carried out by the Intergovernmental Council for Cooperation in the field of veterinary medicine through the joint-stock company "Rosagrobioprom", which is located on the territory of Russia. During the last 10 years Ukraine has not used biopreparations and other means of animal protection from the Reserve," the explanatory note to the law said.
The document added that at present the purchase of veterinary medicines produced in different countries is done through the public procurement system "Prozorro", subject to their state registration in Ukraine. Given the above, further participation in the Agreement is inexpedient.
