The German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection has allocated funds for several demonstration projects.
The main conditions of the program are:
Grants of 20% of the total cost of a BATM project are available as co-funding, but no more than €2 million per project, within the limits of available program funds.
80% of the grant is paid in installments according to the enterprise's equipment/services procurement plan. 20% of the grant is paid after the final audit.
Project performance evaluation is available until September 2024.
The BATM project must relate to an installation covered by the scope of:
1) Directive 2010/75/EC (Annex I).
2) Bill 6004-2 (Article 2).
Prerequisites for the program
Since signing the Association Agreement with the EU, Ukraine has committed itself to implementing the provisions of Directive 2010/75/EC "On industrial emissions (integrated approach to pollution prevention and control)" in the Ukrainian legislation. A key component of the directive is the use of "best available technologies and management techniques" (BATM) to reduce emissions from large industrial sources when determining permit requirements. The requirements for industrial emissions are outlined in the relevant BATM findings, which are legally binding under the Directive. Main prerequisite for a grant
In order to receive a grant, an enterprise must first obtain a loan from a Ukrainian bank to implement a BATM project. It is sufficient to provide credit funds in the project financing budget at the time of submitting the Initial Evaluation Form. Obtaining a loan must be done in advance of receiving grant funds from GIZ. Loan funds in the cost structure of the BATM project must be at least the size of the grant.
