EU Gradually Lifts Preventive Measures Against Imports of Ukrainian Agricultural Products

By September 15, 2023, the EU is gradually lifting the exceptional and temporary safeguard measures adopted on May 2, 2023, on imports of wheat, corn, rapeseed and sunflower seeds from Ukraine under the exceptional safeguards of the Autonomous Trade Measures Regulation.

The scope of these measures is further reduced from 17 to 6 tariff lines for 4 products.

"These temporary and targeted measures have been taken due to logistical bottlenecks for these products in Bulgaria, Hungary, Poland, Romania and Slovakia and provided that the Member States do not maintain any restrictive measures. The phased phase-out will significantly improve the Solidarity Roads and solve the problems with the export of Ukrainian grain from the country," the EC said.

It is reported that a Joint Platform has been established to coordinate the efforts of the European Commission, Bulgaria, Hungary, Poland, Romania and Slovakia, as well as Ukraine, to improve the flow of trade between the EU and Ukraine, including the transit of agricultural products along the corridors. Executive Vice President Valdis Dombrovskis leads this process at the political level. The first kick-off meeting of this coordination platform took place at the technical level on June 2.

Thus, the improvement of the Solidarity Roads will be monitored by this platform in order to facilitate exports.

If the transit of Ukrainian goods is impeded by excessively burdensome requirements in one or more of the five Member States, the Commission will assess whether the essential conditions for the application of these preventive measures remain.
