EU accession candidate status gives Western logistics businesses access to rail transportation in Ukraine

This decision of the European Council is not only about supporting Ukraine in the war against Russia, but also about the European colleagues' assessment of our reforms on the way to EU standards. This was stated by the Minister of Infrastructure of Ukraine Oleksandr Kubrakov.

We are already doing a lot of practical steps that actually integrate us into the European space. In the first half of July we are planning to sign the Agreement on liberalization of automobile transportation from the EU, which abolishes the licensing system for Ukrainian carriers. Also we have launched the "Open Border" project that will help to eliminate all bottlenecks at the border between Ukraine and EU. EU candidacy is just the beginning of the way, but we are sure that with Ukraine the European Union will become stronger. I am grateful to our European partners for their support, they are ready to take all necessary steps for the EU membership as soon as possible", - commented Alexander Kubrakov, Minister of Infrastructure of Ukraine.

In the sphere of transport the candidate status provides the following advantages:

strengthening Ukraine's role as a logistics hub of Eastern Europe access to EU structural funds
Opening of new investment opportunities for EU companies in development of transport infrastructure
access of railroad companies of EU member states to railroad transportation market in Ukraine
According to EU rules, after obtaining candidate status, the European Commission offers a candidate-state framework negotiations, which, subject to agreement by all EU members are held at bilateral intergovernmental conferences.

Following the results of these negotiations, as well as an evaluation by the EU of the implementation of reforms necessary for accession, the candidate state may decide to sign an agreement on accession of the state-candidate to the EU.

To date, political and economic relations between Ukraine and the EU are governed by the Association Agreement, which was signed in 2014 and entered into full force in 2017. The agreement provided for increased cooperation and harmonization of rules in the field of transport.
