"The state needs to decide at the legislative level how to deal with those enterprises that remained in the occupied territories. Establish clear rules: in which case they will be collaborators, in which not. There is no simple answer to this question, but we must not leave it to its fate. Otherwise, after de-occupation, our guards will blackmail businesses with criminal cases, which they can open at will," says Dmytro Kokhan, adviser to VAR on interaction with state authorities.
In his opinion, there are four options for solving the problem. Prohibit any entrepreneurial activity. Then the farmer must destroy the farm and go to the free territories. Which does not solve the problem, but gives the law enforcers yet another opportunity to bribe the farmers for the unopened case of treason. Also since June 1 the VAT refund was resumed, but also the blocking of tax invoices began. At the same time it is blocked quite actively, says Dmitry Kokhan. For example, only in the Khmelnitsky region 37% of the members of the VAR said they blocked tax invoices.
"Probably among them there is a share of those who wanted to optimize taxes and made a mistake, but definitely not such a large number. This problem can be solved at the level of the Cabinet, simplifying the conditions for blocking tax invoices. Because supervisory bodies are trying to catch something, but in fact they are fighting with the legal business. At the legislative level we could abolish the tool of blocking bills of lading and switch to the control of the movement of goods through the electronic waybills", - said Dmitry Kokhan, Adviser on Cooperation with Public Authorities of East Ukraine.
